The Secondary Highways layer contains all links that have a Functional Class value of Level 3 and Level 4. Functional Class defines a 5 level hierarchical network used to determine a logical and efficient route for a traveller. A Functional Class value of 1 represents the highest volumn and maximum speed traffic movement and a value of 5 the lowest. This NAVTEQ dataset is released on a Quarterly basis.
